DMS was founded in 1984, by Mr. Skipp Neville, who is a licensed General Contractor and holds a Bachelor of Science degree in Architecture from Cal Poly San Luis Obispo in California. Prior to starting DMS, Mr. Neville was Vice President with a national lender, in charge of managing construction loan projects locally and nationally. The DMS team includes Dorrie Tidwell, who has an extensive background in real estate lending, loan closing and construction loan funds disbursement.
The DMS team prides itself in their knowledge of the construction and the construction loan process. They are highly qualified to answer questions about general construction, a project currently under construction or a project you are considering to lend on.
Inspections and Disbursement Review
Onsite construction progress inspections are a critical aspect of loan management. The DMS Construction Progress Inspection Report will provide the lender with an executive summary of the current status of their project. Every project is different and the DMS report produced will be formated to the specific project budget reflecting the unique qualities of the project whether it is a commercial center, industrial building, condominium, residential tract, or single family dwelling. The timing of the inspection will be carefully coordinated between the inspector and the builder to help eliminate confusion and time delays. The Construction Progress Inspection Report will reflect the project status line item by line item and give a recommendation as to the validity of the builder's request. Also supplied are support information about current activity, onsite equipment verification, building materials stored onsite, man power and specialty equipment in use. Inspections are typically completed locally in San Diego County within 24 hours and nationally within 3 - 4 days upon receipt of the draw request. The Construction Progress Inspection Report will include photographs of the site and activity will be forwarded electrically via email.
Pre-Construction Budget Review
The Pre-Construction Budget Review is designed to provide the lender with an objective opinion of the Builder's proposed budget. The lender supplied information typically includes the approved architectural building plans, builder's proposed construction budget, construction agreement with the owner, sub-contract bid proposals, geotechnical soils report and appraisal. The supplied documents will be carefully reviewed for content, feasibilty and completeness. The completed Pre-Construction Budget Review will provide an executive summary of the salient facts of the project, issues and an opinion of the proposed budget line item by line item.
Customer Staff Training
DMS provides its customers with construction training free of charge. Mr. Neville will come to your office to engage you and your staff in "Construction 101". This class is focused on the type of construction the lender is activity managing. The training will provide a basic understanding of the construction process from beginning to end and include a review of the common terms used in the reporting provided to the lender.
